D. Michael Lyles is a graduate of the Catholic University’s Columbus School of law receiving a Juris Doctrorate degree in 1994. He attended Iowa State University and the University of the District of Columbia, graduating with distinction and receiving a B.B.A. degree in Finance from the latter in 1986. He was accepted into the U.S. Department of the Navy’s Contracts Intern Program at the same time pursuing his law degree. He quickly completed the program to become a journeyman Contract Specialist involved in the acquisition of major weapons systems. Upon graduation from law school, he accepted an appointment to serve as Judicial Law Clerk to the Honorable Rufus G. ing, III in the Superior Court for the District of Columbia.

After his clerkship, Mr. Lyles served two years as an attorney for the Court Appointed General Receiver for the foster care system in the District of Columbia. Rising to the level of Deputy General Counsel, he advised the Receiver and senior staff on government contracting, receivership law and administrative procedure. In addition he managed all attorney and non-attorney staff for the Office of General Counsel. Mr. Lyles went into private practice in 1998, associating with various law firms, in the Washington metropolitan area, including establishing his own law-firm, Jones & Lyles, L.L.C. As a private practitioner, he established a reputation for providing high value and straightforward legal advice and counsel to businesses and individuals seeking novel solutions to challenges in the areas of business law, contracts and complex commercial litigation.

In 2002, Mr. Lyles was tapped to bring his enthusiasm for litigation and problem solving to Prince George’s County government as an Associate County Attorney, in the major litigation section of the Office of Law, where he represents the County in civil suits in state and federal court. He is licensed to practice law in Maryland and the District of Columbia; and in November 2003 he received the distinction of being admitted to practice before the United States Supreme Court. He is an active member of the American Bar Association, the Maryland State Bar Association, the Prince George's County Bar Association, and the J. Franklyn Bourne Bar Association. He is also a proud member of the Omega Psi Phi Fraternity, Inc.

Mr. Lyles was born in Washington, D.C., is a graduate of Gonzaga High school and a veteran of the United States Army Reserves. He and his family have lived in Bowie since 1993. Since his arrival, he has been active in community and city affairs, having served on many committees and action groups, including the Collington Station Recreation Association as President, the Bowie Administrative Review Committee and the Pointer Ridge PTA. Councilman Lyles is married and has two daughters attending county public schools. Mr. Lyles was elected in a special election in March 2004 and serves as council liaison to the City's education committee.
